NOTICE OF PUBLIC HEARING 

MHA 2024 ANNUAL PLAN

 

A public hearing regarding the Housing Authority City of Mansfield (MHA) 2024 Annual Plan for 2024 Capital Fund Program is scheduled for Monday, April 8, 2024, at 9:00 a.m. in MHA Community Center, 600 Kennedy St., Mansfield, LA 71052. 

 

The Public hearing will be for the following purpose: 

 

Provide an opportunity for the Mansfield Community, including MHA residents and nonresidents, to express their comments regarding the MHA's Plans for 2024 Capital Fund Program. 

 

The copies of the Annual Plan are available for review at the MHA Office, located at 600 Kennedy St. Mansfield, LA 71052. Office hours are from 6:00 a.m. to 4:00 p.m. Monday through Thursday.

Overview of The MHA 5-year Plan:

                HOUSING AUTHORITY CITY OF MANSFIELD  

MISSION STATEMENT, GOALS AND OBJECTIVES  

  

Mission Statement: The Mansfield Housing Authority mission is to improve the quality of life for each family that is inspired to enhance their expectations of living.   

 

The Mansfield Housing Authority main goal and objective is to get off the trouble list and becoming a high-performance agency, continue to pass our REAC Inspections, along with improving our FASS score.   

  

  1. We are committed to Increase the availability of decent and safe housing:  

Maintaining /improve on REAC Inspections through staff / maintenance training and continuing process improvement:  

MHA will develop and adopt a routine maintenance plan to cover areas that are inspected for   

                REAC.  

Revision of the MHA's personnel policy to hold maintenance staff accountable.  

Execute a routine maintenance plan for the building exteriors, common areas, grounds, and units     

(by during preventive maintenance scheduling upkeep logs of sewer pump, common area, and     

etc.)  

Utilize careful planning and administration of the Capital Funds, along with strategic planning of   

preventative maintenance and assignment of the existing resources to provide public housing that is of the highest quality and value possible.  

  Revising MHA's procurement policy to comply with Title 2 Code of Federal Regulations (CFR)   

200.318.  

MHA will re-enforce procurement policy regarding contracts awarding.  

Maintaining Operating Subsidy on a monthly basic (drawdowns)  

Installation of Security Camera System  

MHA installing surveillance camera system will deter malicious intent and criminal activity  

Encourage potential residents to inquire residency  

Protect against lawsuits  

Ensure for close relationship with the Mansfield Police Department   

Encourage residents to report suspicion or criminal activity  

Provide HIV/AIDS education thru the Philadelphia Center.  

Increase employee training and professional growth opportunities.  

   

  1. We are committed to Improve Communication with residents and employees using technology:  

Develop a website that will include:  

MHA's Calendar of Events, Holidays and Activities  

MHA's Housing Application and Submission  

MHA's Meeting Notices and Agendas  

Along with other pertinent information.  

Employee training programs and education to improve the consumer service experience, to increase knowledge of HUD regulations and programs to enhance the provision of maintenance and repairs, and to ensure Fair Housing Compliance.  

  

  1. Strive to operate at a high-level efficiency:  

Maintain a high performer status under the Public Housing Management Assessment (PHAS) Score  

Emphasizes keeping available units occupied by maintain an updated waiting list.  

Turn Vacant units around quickly by down time move out dates and during lease-up times  

Enforce rent collect policies as much as possible in timely manner  

Reduce accounts payable by paying invoices on time  

  

Meet Obligations and expenditure deadlines for the HUD Capital Fund Grants   

Move from a paper-based system to an electronic record system  

Implement a debt reconsolidation program to recoup uncollected monies from former tenants   

  

  1. We are committed to maintaining and upgrading the units and property:  

Complete phase 2 of Re-roofing project through the Capital Fund Programs  

Installing HVAC units with electrical up-grades in the remaining units  

Replacements of windows and exterior doors in units  

Replacements Refrigerators, Stove Ranges, and Un-cabinet vent hoods  

Install flooring  

Re-painting units  

Upgrade Plumbing  

Replace kitchen and bathroom cabinets  

Upgrade lighting  

Repairing bent rails  

Sign to identify the property  

Repair sidewalks  

Curb Appeal  

Cut down trees and brushes  

Unit to undergo rehabilitation under MOD
